Transitional provisions on support for rural development

The aim of these transitional measures is to bridge the gap between the current provisions and the reformed common agricultural policy (CAP) for which new rules will start to apply from 1 January 2015.  The transitional measures for 2014 comprise technical arrangements to enable a smooth transition from the current to the new legal framework.  At the same time, such measures aim to ensure the continuity of various forms of support under the CAP.

From the S&Ds’ perspective, the main political issues of note are: the application of a new direct payment method, including ‘new greening measures’,from 1 January 2015; new transparency requirements for the publication of CAP beneficiaries; the option for member states to increase the maximum rate of certain coupled payments; and new commitments for young farmers and for future investment in the interests of rural development.
