We strongly condemn Israel's indiscriminate attacks, population displacements, and constant breaches of humanitarian law. Enough is enough: we demand strong sanctions against the Israeli government for violating Article 2 of the EU-Israel Association Agreement, which requires respect for human rights and democratic principles. Trade relations with Israel must be suspended, and an arms embargo must be imposed. Government members must be held accountable for their crimes.

At a time when fundamental rights and Rule of Law are under attack in Hungary and elsewhere, the Rule of Law report is an opportunity for this Parliament to make its position clear: the rights of all citizens must be protected. That is why we are pleased that the report includes strong wording on LGBTIQ+ rights and sexual and reproductive rights, including access to safe and legal abortion. Parliament must stand up for citizens’ rights and endorse a strong report.

State of play and follow-up two years after the PEGA recommendations and the illegal use of spyware

Following the conclusion of the PEGA committee in the last mandate, we expected the Commission to come forward with a legislative proposal to protect citizens from spyware abuse. This is a persistent and serious problem, as the S&D mission to Rome to investigate the Paragon spyware scandal found. We hope the debate next week encourages the Commission to finally act on this issue, to better protect democratic and journalistic freedom in Europe.

Latest developments on the revision of the air passenger rights and airline liability regulations

After 12 years of stalemate the Council finally unblocked the EU legislation on air passenger rights. We welcome the move to require pre-filled compensation forms for cancelled flights, but the core issue for delays remains: the S&Ds insist on automatic compensation – no forms, no hassle. If your flight is delayed, the money should be in your account within days. We want to reverse the burden of proof so that airlines must justify why compensation is denied, not the passenger.

2023 and 2024 reports on Moldova

Despite Russia’s war on Ukraine and attempts to destabilise Moldova internally, the country is delivering on accession reforms. Now, the EU must help Moldova advance on its path to EU membership while it approaches a critical election this autumn. In the Parliament’s report, we underline that the EU must continue supporting Moldova’s justice reform, fight against corruption, and increase efforts to strengthen its institutions. The Council should recognise Moldova’s progress by opening accession negotiations across multiple clusters without delay.

Threats to EU security are at their highest, including the risk of conventional military confrontation and attacks on our critical infrastructure and democratic processes. The upcoming NATO summit is a crucial opportunity to strengthen EU-NATO cooperation. A strong EU pillar within NATO, capable of acting autonomously as well as jointly, is essential for our security and deterrence, and for balancing the transatlantic partnership. Commitments to increased common defence spending must translate into investments in both our defence and social systems. Our security and social cohesion are inseparably linked.

Freedom of assembly in Hungary and the need for the Commission to act

This is a question of defending human rights and fundamental democratic principles. When Prime Minister Orbán banned Pride, he attacked human rights and democracy. We will never allow him to succeed, because freedom of assembly is too precious to give up. The European Commission needs to finally stand up and defend fundamental rights in Hungary. Now is the moment to act. Socialists and Democrats will proudly be in Budapest on 27 and 28 June to support human rights and democracy.
